My computer won't regonize electronic device I plug into it.

This has been going on ever since I upgraded to Windows 10. I usually just use my girlfriends computer. I figured it was an issue that an update would eventually fix. Now I've come to realize it's on my end. I keep an HDMI cord plugged into my computer's HDMI socket 24/7 to watch videos on my tv. I unplugged it and restarted my computer and all the buttons on my desktop were rearranged. The first time I did that my computer recognized an Ipod touch. It wouldn't recognize anything after that.
I have a basic emachine desktop. AMD E-300 duel core processor 4GB DDR memory.
