Weird problem and we've seen a couple of these, without any specific solution.
In past research, I learned that, in some instances this can be produced by auto-hiding the taskbar.
IF you have that particular setting "On" try adjusting the slider to "Off", reboot and see after cycling through a couple "shutdowns", if the problems persists.
Just a shot in the dark, best guess and worth a try.
