Notification of failure when replying to or forwarding an email with an attachment.

Whenever I try to reply to or forward an email that has an attachment, I receive a notice of failure from the postmaster of Hotmail, the predecessor to Outlook. My operating system is Windows 10 and this happens when I use Edge, Internet Explorer or Google browsers. I am subscribed to Toshiba Support and they have spent many hours in multiple sessions trying to determine the cause without success. Is anyone else experiencing this problem?

What is the exact wording of the notice? How are you receiving/sending your Emails - direct from the outlook web site or through a desktop program?
