The Windows 10 Firewall blocked my ISP. I decided my best bet would be to troubleshoot, Incoming Connections. Preliminary diagnosis was, " one or more Network Protocols are missing on this computer". Suggested I restore missing Protocols to Default. Also Windows Sockets Registry Entries, required for network connectivity are missing. I don't know where to start and I have never touched the Registry, don't want to start now, but if I have to, I will, Thank you for your consideration.

You could try manually resetting / rebuilding the winsock catalog as well as the tcpip stack and see if that helps
Right click the Start Button and choose Command Prompt (Admin) and in the command prompt window type
netsh int ip reset resetlog.txt
hit enter
then type
netsh Winsock reset
hit enter
then type
exit
hit enter
Restart your computer
See if that works for you.
