Outlook and Gmail, working on or off line

I have Outlook and a Gmail account and often cannot open pictures etc. in ads and articles. The message is always "you are working off line, to open items "toggle" work off line. I have no idea about working on or off line or how to deliberately do either, and do not know how to "toggle" it. Never had this issue with Windows 8. Help!!

While your question is not clear exactly, I can only assume that since you mentioned email accounts that it may have something to do with Outlook?
In outlook, if you select the send / receive tab and click the Work Offline Icon you can toggle back and forth.

If this is not what your are talking about and the problem is something else entirely please try to be a bit more specific as to where you are encountering the issue.
