SOLVED Personalization Settings Missing

Where are the Desktop Theme settings? I would like to adjust the speed of the theme slideshow but the settings are MIA.

Settings > Personalization > right side, under Background, click the pointer and select Slideshow > Change picture every xx minutes.................
