If that doesn't work I would suggest calling HP and paying for a support call to have them assist you in resolving this issue because if you can plug the printer into a USB port on another Windows 10 PC it's obviously not a problem with the printer but I'm guessing that it's not a problem with Windows 10 itself but a problem with how the device is installed.
