problem with "settings --> accounts --> sign-in options"

When I go to "settings --> accounts " I see my local admin account.
When I then click on --> sign-in options, the window freezes and does not go to the sign-in options.
going to "Family & other users" seems to work and I can set up other accounts.

Any ideas?
