Safe Mode Password Windows 10

I have a Windows 10 computer. When I sign on, I use the 4 digit pin. The other option is a regular password. I have went into settings, accounts and sign in options, and created a password. For some reason, I can't use that password to get into SAFE MODE. It keeps telling me wrong password. I have triple checked the password I'm typing in and it still won't work.
Any help will be greatly appreciated in solving this.

To log into safe mode, you may have to use the local built-in administrator password.
To reset local administrator password:
1. Open the command prompt in administrative mode.
2. Type "net user Administrator 123" at the command prompt, this will set the password to 123.
3. Reboot into safe mode and login with the password 123.

What I did just before I got your reply was I reset the password again and this time I actually logged into Windows before I tried to go into safe mode. That worked. Thank you for your wisdom.
