It sounds like the Mail Recipient shortcut has somehow gone missing from your Windows.
To resolve this:
Open File Explorer
In the File Explorer Address Bartype or copy & paste the following:
%appdata%\microsoft\windows\sendto
Press Enter key
Do you see in the window that opens Mail recipient? If not then:
Right-click in window and select New > Text Document
You see a new Text Document appear with its name highlighted, but the extension .txt is not highlighted.
Left-clickand hold button down to the right of .txt then drag mouse pointer all the way left so the entire name and extension are highlighted, then type the following:
Mail recipient.MAPIMail
Now click in window to remove focus from your file so the new name sticks.
You will now see Mail Recipient with an icon like an envelope.
All done. Close the File Explorer. You can now Click Sendto > Mail recipient and your default mail app will open with whatever you sent attached.
