Service Host: Local system & Service Host: Local Service (no network) consuming 50% CPU

Service Host: Local system & Service Host: Local Service (no network) consuming 50% CPU since last month. It started suddenly.

HP Pavilion g4 - i5 - Win 10

Further expanding "Service Host: Local Service (no network) showes following three sub-processes:
Windows Defender Firewall
CoreMessaging
Base Filtering Engine

Googling suggested to change settings of "Windows Defender Firewall" to default. did that but no change. The Task Manager image is as below:
