Setting up Windows 10 in English?

Hey everyone.

I seem to have hit a wall with the Windows 10 download install (the downloaded installer - I'm still technically in the queue).

I currently am in Israel and the PC I'm on is in English, the region set to the United States, but every time I try to download the install, it gives me the EULA in Hebrew.

I'm okay with Hebrew, but I'd rather install it in English. How can I change it to installing it in English? (I even took the Hebrew pack off of my PC for the time being as I really don't even use it).

Is there some sort of other setting I need to set? I'm currently running Win 8.1. Region is USA, and Default (and only) language is English.
