Shortcuts Won't Load Apps On Start Or Desktop

shortcuts don't work on start or taskbar

Just installed Windows 10 - totally successful BUT: no shortcuts/links work in start menu, desktop or taskbar except for links to modern UI apps. Even weirder - shortcuts work if palced in saem directory as the target file/exe but not if then moved elsewhere, like desktop. And even weirder - right clicking a short cut and selecting open or run as administrator don't work, but selecting 'run with graphics card' does work...

I've tried every conceivable setting and nothing works. going crazy. This is installed on a Dell laptop.

Please help....

Is your upgrade installation fully updated.
There were 3 (I believe post upgrade, windows updates

I have exactly the same problem described by slaterish. Any solutions so far?

My computer is screwed similarly,
No apps open from the app screen, or the notification screen.
My computer is up to date, no more updates available.

I just so sick of microsoft, they just get it wrong, wrong and wrong.
ALWAYS problems.


Over 1800 vies on this thread and no solution,

I'd like to go back to windows 7, but unfortunately it doesn't offer dx11 support.
