Some apps not recognizing wifi, Cortana

I have a Surface Pro 3 that came with Windows 8.1 and has been upgraded to Windows 10. When I try to open certain apps, i.e., the Windows Store, the Weather App, and the Get Started tutorial, it says that I am not connected to the internet...but I am, and I am able to use the web browsers, email, etc. I was going to try and uninstall them and reinstall them, but they are grayed out so I can't. I can get to the Windows Store from my web browser, so I know the store's site isn't down.

Also, Cortana recognizes and hears my voice but every time she either says "Sorry, the internet and I aren't talking right now." or "I can't connect at the moment; try again in a little bit." Again this appears to be a similar problem as above.

I'm wondering if I need to totally uninstall Windows 10 and start all over.

Any help is most appreciated.
