Depends on what office package you are using. In Microsoft Excel 2010 click on the [VIEW] tab then click on [FREEZE PANES]. there you have the option to establish freeze panes or just the top row or the just the first column....
Since the two programs have the same roots/origin, LibreOffice shows Freeze Rows and Columns and Freeze Cells under View and OpenOffice may also. I don't have OpenOffice installed on anything just now.
