System and Compressed Memory fiasco

I updated a perfectly operating, fast and dependable desktop PC from Win8.1 to Win10. As a result, I now have an effectively useless paper weight.

When using Task Manager or IOBit's Killswitch, I see between 40-90% CPU resources dedicated to System and Compressed Memory.This renders the PC useless (example - 8-13 minutes to start Google Chrome; 10-15 minutes to start Microsoft Word 2013) much less use them for anything!

How does one disable this boat-anchor system "resource"?
