Task manager Startup tab empty

The Startup tab in task manager is empty as well as the Startup page in Windows Settings.

I have a folder called "Startup" along the Roaming path but a folder called "Start-up" along the ProgramData path. They were both "Start-up" but after seeing help for this issue apparently they should be named "Startup". However, I cannot rename the folder along the ProgramData path. I get this error:

"Cannot rename StartUp: A file with the name you've specified already exists. Specify a different file name"

Yet there is no such file.

I've also edited my registry, nothing.

All I want is to see my Startup apps back but nothing is working to get them back.
