how do I find the tools menu in google

Hello and welcome to the forum.
"Google" is a company that provides various programs. A web browser "Chrome" and a web site / search engine which can be used in most browser, just to name two. More programs / applications listed here https://www.google.com/intl/en/about/products/
IF we assume that you are talking about one of their programs, like perhaps "Chrome" and if we also assume that you are running the latest version, then there is no actual "tools menu" but the three dot ellipsis in the top right hand corner will provide you with a context menu that includes "Settings" which may contain something that you are looking for.
