UAC has me locked out of my W10 pro 1709 desktop

I really messed up. I accidentally deleted my administrator account, now UAC jumps up with only "No" available.
Is there a way to do a clean install when everything I try causes that *#&!^% popup?
I even tried bypassing UAC in Registry and Control panel and guess what popped up.
I have been trying for 4 days to beat this, I am glad I have another computer to use.
I need to be saved!
I think I am having cold shoulder and hot tounge for dinner and humble pie for desert.
