Unable to purchase apps,movies or games

I am unable to purchase any movies,games or apps on the Windows 10 store. When I click buy I enter my password then the screen loads for a few seconds then dims gray. The transaction never gets completed.

This does not happen when the software is free, only paid things.

I am signed in with my Microsoft account. I can watch my movies play music and strea Xbox so sign in should not be the issue

Just a thought but....
Check, Settings -> Accounts
See if there is a "Verify" button there, if so, resolve it.
Then use the Manage my Microsoft account link to examine your account and see if there are any issues (payment and billing).
