You will need to further identify your exact computer, more so than what exists in your system specs "Satellite C650D"
Such as "-ST6N02" there will likely be some additional numbers associated with the model number to be specific in your identification, then....
Armed with that information go to the Toshiba support website and see what they have for driver updates for your computer, paying particular attention to Chipset, Controllers, Video, LAN, Wifi, etc.,
It's possible there may even be a BIOS update that might address your issue.
