Virtual Desktop issue with more then one display

Is there a configuration setting I can change for virtual desktops? say for example I have an application on desktop 2 of monitor 2. Monitor 1 has multiple applications open that I need up. If I want to continue working on monitor 2 and create another desktop or move to desktop 1, it changes the displaying desktop on monitor 1 to whatever desktop I selected on monitor 2. is there a way to stop this???
