W10 install problem

Just finished downloading W10. After entering username and pword, My desktop opens and continuously "loops." No change after several restarts. Should I just leave in "on and looping" and hope that microsoft solves the problem, or just reinstall W7?

Can you click on the power options at the logon screen, and click restart while holding down the shift key?
If so you can attempt a safe mode boot and see if that works or possibly even a "Last Known Good Configuration".
Or maybe even one of the repair options

tried suggestion. No success. W10 "could not repair computer." Also restore error (0x8000ffff).
