"which program use to open file?"

approximately every 10 minutes a pop up box appears with the above question. It lists various program options to open a file. At no time have I been attempting to open any file when this appears. I have followed various fixes I found for a similar, but not exactly the same, pop up with no result. I have scanned using ccleaner, malwarebytes and other virus software. no results. any assistance appreciated.
