Why is my recycle bin always empty?

Working with Windows 10. When I Deleted items, they do not end in the bin. Does anyone know why and is there a control panel somewhere that corrects this?

Make sure you go through all 7 steps.

Right click the recycle bin and then select properties.

You will see an item there: Dont move files...etc..
Perhaps it has been accidentally selected at some earlier time?

The above hint will, I believe, only enable you to change the icon picture.
