Why is the window name on the title bar blacked out?

The text on the titlebar suddenly started being blacked out
There is a screenshot here:

Does anyone know a way of fixing that?

[Trouble]

You might try running the native System File Checker and see if that finds any issues.
Right click the Start Button and from the context menu choose Command Prompt (Admin) and in the command prompt window type
sfc /scannow
hit enter
and let it run.
See if it turns up anything.
