Why this and how do I dump it?

Every so often I will return to my computer and find a box with the following in it.

Windows Security.

Making sure it’s you.

We need to verify your identity for (e-mail address removed).

I forgot my PIN

Use a method not listed here.

I fail to see the point of it because I either press ESC or hit the cross and it goes.

Maybe the same, but, I use another local internet/mail provider. I have, on occasions, received that message when I reinstall fresh.
If I do not verify, then I don't get my Email after a certain immune period (I think it is about one week)

Many thanks for your reply but I'm looking for a definitive answer to these sort of questions and I'm not getting them. Its all very well for Microsoft or Windows to set up these forums but why don't they accept ownership of what are their problems and do something about it?
