Widows 10 load error C1900101-20017

When I started the download this error occurs within a few minutes.
I have tried running malware and virus checker - all ok
defragged C:
Cleared all temp files, etc
Over 80GB of free space on hard disk

What am I doing wrong?

Cannot find any reference (in English!) to this fault, using Google.
