Wifi Panel & Window Start Menu not accessible

I'm having issues accessing both the Wifi Panel and the Windows Start Menu from task bar at the bottom of the home screen. When I left-click on with it does nothing. I can right-click on the icons but still unable to open either. Wifi shows a connection (Wifi icon) but still unable to connect to internet. Other items in the task bar are accessible with no problems. Unable to download/update anything because of the inability to access the internet. Does anyone have any suggestions?

Hello and welcome to the forum.
Try holding the Windows logo key and striking the R key and in the run dialog box type
ms-settings:network-wifisettings
OR
ms-settings:network
OR
ncpa.cpl
AND
Does the Windows Logo key produce the start menu?
