WIN 10 and Update KB931906 - CAPICOM.dll

I have been asked by a Friend to sort out a problem for him on his very recently purchased PC with Win 10 Home Premium 64bit.
For some time now Windows Update has been attempting to Install Update KB931906 and each time this Update Fails.
I have checked my own Win 1o Pro 64bit PC and that Update is not installed nor can I find any reference to CAPICOM.dll on my machine.
Can anyone please advise:-
a) Why does this Update Download and Not Install.
b) Is this Update required for Win 10.
c) What advice is provided to get rid of that Update and stop it coming again.

IDK, it seems that, that update was published on May 8th 2007 and relates to Windows 2000 Service Pack 4, Windows Server 2003 Service Pack 1, Windows Server 2003 Service Pack 2, Windows Vista, Windows XP Service Pack 2

Why it would be showing up 9 and a half years later on a Windows 10 machine..... I couldn't say.
I think I would run the latest "Update Troubleshooter" from here
