Win 10 frozen

I upgraded a high end gaming computer from 7 to 10. I am stumped by the issue described here and if anyone can help, kudos to you and thank you in advance:

When I turn on my computer, a screen that says "Military quality" opens up. From there, I can access the BIOS setup or Boot Menu. If I do nothing, the screen advances to a black screen with the Windows 10 logo and a loading graphic. Shortly after, the screen turns a light blue with a white loading graphic in the center. From here, I can access the Ctrl+Alt+Del menu but otherwise, the screen stays like this indefinitely.

Hello steve and welcome to the forum.
Can you launch task manager using Ctrl Alt Delete?
If so use the file, run new task to launch msconfig
simply type
msconfig
and click OK
Select the Boot tab from along the top and then
put a check in the box that says Safe boot
click OK
It is necessary to restart you machine and it is important to do this properly, so....
If you need to re-launch task manager and use the File Run New Task to type
shutdown -r -t 00
and click OK
That technique should allow you to load the computer in Safe Mode with minimal drivers and no third party services running that might be causing the issue.
