Windows 10 and Linux EXT3

Hello,
I need to transfer a video using Linux file system EXT3 on my16GB pen drive. I have two questions;
1. How do I format the pen drive to EXT3?
2. What do I need to do to enable Win 10 to access this file?
Presently, my version of Win 10 only allows FAT32, NTFS and exfat.

Whatever is reading or generating this file cannot use NTFS? Most Linuxes recently can do NTFS.

I have no issues with Linux reading NTFS or FAT.
