Windows 10 Black Screen

So I have completed the installation. I was on the part where the screen changes colours and it says something along the lines of " getting ready". It then after a bit said "let's start" . But after that I have had a black screen which I could see the mouse cursor. Is it safe to force shut down with the button?

While it's on the black screen, I pressed crtl alt del and I get the options of task manager etc. i clicked task manager and it pops up but no apps are running and the background is black.
