Windows 10 blocks whole Wi-Fi network

Hi everyone!

Please help me to solve next issue with my Win10:

1) my laptop configuration is next: http://h20564.www2.hp.com/hpsc/doc/public/display?docId=emr_na-c03375765
It is HP envy sleekbook 6-1058er

2) Windows 10 was installed from scratch ( it was not installed over other windows version)
all drivers are OK ( some drivers were used from Win8 due there are no drivers for Win10 for this laptop), there is no un-recognized devices in device manager.

initially, all worked fine but two months ago ( probably after some windows updates ) problems with wi-fi starts:

3) any web-page opens very-very-very slowly ( for different browsers), there are problems in skype/viber connectivity
4) if wi-fi is turned on my laptop any other devices (phone, tab, etc) are not able to connect to the wi-fi network. if wi-fi is turned off my laptop all other devices work with wifi very well. I even cannot open router administration web-page from my notebook ...
5) WireShark doesn't show any strange traffic from my laptop

I don't know how to solve this issue, even think to move to Ubuntu

It sounds to me like you have a bad wireless adapter.
Test with wired ethernet and see if problem persists?
Test with USB wireless network adapter and see if the problem persists.
IF yes...... replace the WLAN card.

there are no problems with etherned - it works fine
but it doesn't mean that wireless adapter is broken, probably there is ptoblem with drivers ...
i don;t know how to check it

No it doesn't but ....
Items number 3 and 4 in your OP does.
The fact that pages are loading slow and your laptop is interfering with other network nodes might suggest that it is producing network noise (broadcasting)
Open a command prompt and use the ping command to test your time in milliseconds

As you can see..... mine is averaging between 10 and 13 milliseconds.
probably there is ptoblem with drivers
Definitely a possibility.
You should determine exactly which wireless adapter you have installed, evidently they have used both Broadcom as well as Atheros (Qualcomm) based chipsets.
AND
Then install the appropriate driver from HP

i already re-install drivers for wlan and chipset - didn't help

My ping is OK:

I installed Ubuntu on the falsh-drive and start my laptop from it.
There is same problem on ubuntu, hence it is hardware problem ....

That's certainly not unheard of.
I've replaced more than one wireless adapter card in a laptop or two.
I even keep a spare Broadcom BCM943224HMS just for some older HP laptops
