windows 10 doesnt shut down or restart

Can't close my system since windows 10 (only forced ) And also its not possible to do a restart
help!

right click the start button and choose Command Prompt (Admin) and in the command prompt window type
shutdown /s /t 00
hit enter
what happens?
try
shutdown /r /t 00
what happens?
