Windows 10 Enterprise no sound

Windows Audio Service won't run and after several attempts to start it up error 1297 pops up each time. For the 1297 error already tried troubleshooting by going into the local security policy and checking to see if the create global objects has permissions to the local machine and it does.
MMCSS is shown in the registry but missing in the services list.
Windows Audio Endpoint Service is running and so is Plug & Play.
