Windows 10 has a second recycle bin on the desktop named Con.Isy on the desktop that I can't delete or rename. When I delete an item it shows in both recycle bins if I empty one the other empty's too.
To run the native System File Checker, a simple sfc /scannow ( a space between the sfc and the /)
should do it
As indicated in the first line of the examples (e.g.) given in your image
I located the Con.Isy recycle bin that I could not rename or delete I would get a message that I need to have system permission to access the file I then used a small program called unlocker 1.9.2.exe to have full access to the file and delete it all is well
