Windows 10 memory use

I have a computer with a core i7 third generation processor running at 3.4 gigahertz with 16 gigabytes of memory running Windows 10. When one or more applications are open and another is requested it generally takes many seconds to finally appear. At times it makes one wonder if they have really asked the application to open. It seems like that is poor use of available memory. Any thoughts or ideas?

Generally speaking, Windows 10 has a very efficient memory manager.
IF I had a system exhibiting the symptoms you are describing, I would probably take some time to clean it up a bit, maybe using something like Ccleaner or the native disk cleanup utility and then I would manually defrag the drive a couple times (regardless of what the native Optimize utility said about its' current status).
