How do you change the amount of time the tooltip popup stays open in Win10 when I mouse over an icon that generates a popup? I want to make it so the popup stays longer.

Please refrain from cross / double posting.
I'm pretty sure you'll find that the parameter for tool tips are hard coded into the system or minimally the specific application and cannot be adjust by you unless you are writing the code for the application.
I think they default to a percentage of the double click speed of the mouse, so adjusting that either faster or slower may show some changes but I wouldn't expect very much.

I had hoped that it was a registry setting. This is a bummer.
