Windows 10 on Desktop

When starting up desktop windows 10 computer, it freezes on a page: "Choose your keyboard layout" page...tried rebooting,plus Ctrl/Alt/delete..don't have back up since D/L from computer
when they said available...
When trying the "F1-F10 keys can't get to work all the time...is it true you should use the windows key and/or the alt key to get the F keys to function?

have you tried booting into "Safe Mode" and see if you can run any trouble-shooters from there?:
