Windows Store - cannot install apps

Even after the last update I am still unable to install new apps. It starts says downloading, acquiring license then says try that again. I have all the troubleshooting steps I could find but nothing works. All the other profiles on my Surface Pro 3 work in the store, just not mine. Any ideas?
