I tried to use my WP8.1 phone (Nokia 820) as 4G modem and use Wifi tethering to connect my computer (Dell XPS15z) with Windows 10 64-bit. It seems that the two WINDOWS devices do not want to work together. If I turn tehterin "ON" and connect the computer to phone via WiFI the computer restarts with the statement:

KMODE_EXCEPTION_NOT_HANDLED ( Netwsw00.sys )

This happens every few minutes, even if I don't touch the computer but the WiFi connection to the phone is ON.

Android phones with the same computer cooperate perfectly.

I did the clean install of Win10 - the same result.

I found in some forums that such a problem exists, but I did not find the recipe to solve the problem. In case with Windows 8 were we can turn WiFi setting option "FIPS" ON, but it appears that in the case of Win 10 I can't find such option.

Any tips to get rid with this bug?

Most things that I could find regarding this issue would suggest a driver issue with the intel wireless adapter Netwsw00.sys

Most of the reference I could find seem to be dated and don't seem to involve Windows 10 but, perhaps rolling back the driver might help. You may want to use the Dell Driver specific to your particular computer

Confirm that, that is your laptop or use your service tag number to get the exact one.
Sometimes Windows 10 will install a driver that is less than optimal, especially in the case of laptop computers.
