As his views, opinions and statements seem to change with the direction of the wind. That might not be a feasible plan.

When it comes to the Pentagon and the Defense Budget, a few hundred million here or there may not raise an eyebrow.
It does look like our 2016 Budget Sequestration, might have fallen by the wayside though.

OH Well... it's only money. Maybe they'll have enough left over to finish developing that Surface Phone that's been rumored for a couple years now.
