Automatic Repair Loop on Boot

I can’t access bios or boot into safe mode because I think msi fast boot is turning off the ports for some reason so keyboard and mouse won’t work. I’ve tried plenty of console commands but I’m not going to include them because I’m willing to try them all again. Please help and thank you.
