SOLVED Can I reinstall windows 10 at a later time after downgrading.

I am having some performance issues with windows 10 currently and am thinking about downgrading back to windows 7 until I know the issues are fixed. If I do downgrade will I still have the option to upgrade back to windows 10 for free or will I have to purchase one.

Microsoft says that you have a year to take advantage of the free upgrade.
I don't believe that I've seen any stipulations regarding "seconds" (doing so again).
I think a lot of people are currently doing just that.
Some are experiencing problems and are reverting back and trying the upgrade a second time.
So I think you're good, as long as you don't wait until July 30th 2016

I think the question is if you do upgrade and revert back, is the upgrade still valid for life even though Windows 10 has been removed.

I think if you revert back then there is no "upgrade" to consider.
The ISO is and will likely be available as a source for a future upgrade.
I think the only thing that will expire is the "free" part.
