Cannot open Control Panel or System in windows 10

Hi, I suddenly realize that I cannot open Control Panel or the System programs. This is the pop up message I keep getting;
"This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the Default Programs control panel," I normally would select these programs by right-clicking on the Start windows logo bottom left hand corner and carry on.
I have no idea what happened or caused it. I would appreciate any help in restoring windows to normal again

Do you remember a date when right click at Start did give you the programs you wanted ?
If yes, do a system restore. Pick the date when you had no problem as your restore point.

If you need to know how to do system restore, please post back.
