TRYING TO DOWNLOAD APP AFTER WIN 10 RECOVERY . AUTODESK PIXLr DOWNLOADS & INSTALLS BUT WILL NOT RUN .IS THIS A WINDOWS DEFENDER PROBLEM?

No personal experience, but I did find a reference that seems to suggest that a clean uninstall might be required.

Causes:​

A clean uninstall may be necessary if:
  • You’re trying to upgrade to a new version and keep getting errors.
  • You tried to install a product for the first time and installation stopped midway.
  • You thought you installed successfully, but the product won’t start.
