which software to use to copy or sync music files from my windows 10 pc to my windows 10 mobile???

Groove does not allow for it.
Media player is old and does not convert flac to mp4.

Hello and welcome to the forum.
I'm not certain, not being a big audiophile, but I suspect that most of the syncing between the two platforms regarding various media files involve your Microsoft Account being the same on both devices and then I think it comes down to One Drive.
My music (sparse though it is) as well as my pictures are available on both my devices, based on the contents of my One Drive sub folders
