HP 2709 after windows 10 upgrade from windows 7

I have tried everything out there to solve this problem and still can't find out the answer. In windows 7 the whole screen 1920x1080 is used. After upgrading to Windows 10 the screen is reduced, still says 1920x1080 but has a black bar around the inside of the screen about 1 inch on all four sides. Anyone know about something not previously posted, have all the latest drivers installed.

Microsoft help said it was a hardware problem and they couldn't see anything wrong, on their screens everything looked normal.

Check your advanced display properties under the monitor tab and see what the refresh rate is set at.
