Internet connected but unable to open any website ERR_SSL_PROTOCOL_ERROR for all sites

Hi, I am getting ERR_SSL_PROTOCOL_ERROR for any website, including Gmail, etc.
I have tried almost all methods to resolve the issue but am unable to get it fixed.
I have checked the date and time, deleted the host file in the C drive, cleared SSL certificates, flushed DNS, and reset network settings, but nothing seems to work.
Kindly help me. Thank you.
